Nationalist Stirrings and Federal Collapse<\/h3>\n
After Tito’s death in 1980, Yugoslavia’s weak central government struggled to manage the diverse ethnic makeup and economic disparities within its borders. Nationalist sentiments, long suppressed, began to surface more openly in the late 1980s. Slovenia, with its more Western-oriented economy and less pronounced ethnic conflicts compared to other republics, was among the first to push for greater autonomy.<\/p>\n
Croatia, home to a significant Serb minority<\/a>, also saw a rise in Croatian nationalism, mirrored by increasing Serb nationalism, particularly in Serbia under Slobodan Milo\u0161evi\u0107. Milo\u0161evi\u0107’s rhetoric often painted Serbs as victims and advocated for a “Greater Serbia,” which fueled fears and resentments among other ethnic groups.<\/p>\n By 1991, it was clear the federal system was breaking down. Slovenia declared its independence on June 25, 1991. The Yugoslav People’s Army (JNA), dominated by Serbs, attempted to intervene to prevent Slovenia’s secession and maintain Yugoslavia’s territorial integrity. However, the JNA’s logistical challenges and a fierce but short-lived resistance from Slovenia’s Territorial Defence Force led to a swift resolution. After about ten days of fighting, a ceasefire was brokered, and the JNA withdrew. Slovenia’s independence was internationally recognised soon after, and crucially for the subsequent conflicts, the JNA’s failure to decisively crush the Slovenian rebellion emboldened other republics.<\/p>\n Independence declarations in both Slovenia and Croatia on the same day, June 25, 1991, set the stage for a far bloodier conflict in Croatia. Unlike Slovenia, Croatia had a large and vocal ethnic Serb population concentrated<\/a> in regions like the Krajina. Serb separatists, with strong backing from Milo\u0161evi\u0107’s government in Serbia and the JNA, proclaimed their own republic within Croatia.<\/p>\n The JNA, ostensibly acting to protect the Serb minority and preserve Yugoslavia<\/a>, quickly became involved in supporting the Serb paramilitaries in Croatia. Fighting erupted in earnest throughout the summer and autumn of 1991. Cities like Vukovar became symbols of the brutal warfare that ensued.<\/p>\n In November 1991, Vukovar fell to Serb forces after a devastating three-month siege. The city was largely destroyed, and many Croat civilians and soldiers were massacred in the aftermath. The siege of Dubrovnik, an iconic UNESCO World Heritage site, also saw intense shelling by the JNA and Serb forces, causing international outcry.<\/p>\n As the violence intensified, international pressure grew for a peaceful resolution. Peace conferences were held, and by early 1992, most of the international community recognised Slovenia and Croatia as independent states. However, the JNA’s withdrawal from Slovenia and Croatia was often a strategic redeployment, and the conflict’s focus began to shift. The ongoing fighting in Croatia, characterised by ethnic cleansing and widespread devastation, grimly foreshadowed the horrors to come.<\/p>\n The declaration of independence by Bosnia and Herzegovina on March 1, 1992, proved to be a pivotal moment, plunging the region into the most devastating conflict of the Yugoslav Wars. Bosnia was the most ethnically diverse of the Yugoslav republics, with a complex mix of Bosniaks (Muslims), Serbs, and Croats. This diversity, simmering beneath the surface for years, was about to explode into a brutal civil war.<\/p>\n Following the lead of Slovenia and Croatia, Bosnia and Herzegovina held a referendum on independence in early 1992. The vote was largely boycotted by Bosnian Serbs, who wanted to remain part of Yugoslavia, preferably under Serbian dominance. Despite this boycott, the referendum passed, and Bosnia declared its independence on March 1, 1992.<\/p>\n This declaration was vehemently opposed by the Bosnian Serb leadership, heavily supported by the JNA and the Serbian government. Bosnian Serb forces, often aided by JNA units, quickly began to seize territory. The capital city, Sarajevo, came under siege shortly after independence, marking the beginning of one of the longest sieges in modern history.<\/p>\n The siege of Sarajevo, lasting for nearly four years, saw relentless shelling and sniper fire on the civilian population. Water, electricity, and food became scarce, and life for the city’s inhabitants was a daily struggle for survival. The international community gradually recognised Bosnia and Herzegovina, but an effective intervention to end the siege or the wider conflict was slow to materialise.<\/p>\n With the backing of Serbia and the JNA, Bosnian Serb forces rapidly gained ground in the early stages of the war. Their military objective was to carve out a Serbian entity<\/a> within Bosnia, often through the systematic expulsion of non-Serb populations \u2013 a policy known as ethnic cleansing.<\/p>\n Bosnian Serb military units, led by commanders like Ratko Mladi\u0107, launched widespread offensives to gain control of strategically important areas and create ethnically “pure” territories. This involved the forced displacement of hundreds of thousands of Bosniaks and Croats, the destruction of their villages and cultural sites, and widespread human rights abuses.<\/p>\n One of the most horrific events of the Bosnian War, and indeed the entire Yugoslav Wars, was the Srebrenica massacre in July 1995. After being declared a UN “safe area,” the town of Srebrenica fell to Bosnian Serb forces. In the days that followed, over 8,000 Bosniak men and boys were systematically murdered by Bosnian Serb troops. This act of genocide sent shockwaves across the globe and highlighted the failure of international peacekeeping efforts.<\/p>\n While the primary conflict was between Bosnian Serbs and the Bosniak-Croat federation, tensions and fighting also erupted between Bosniaks and Croats in certain areas. The collapse of the Bosniak-Croat alliance in some regions led to further localised conflicts, adding another layer of complexity to the war.<\/p>\n The Bosnian War was characterised by extreme brutality, widespread war crimes, and the deliberate targeting of civilians. The international community struggled to formulate an effective response, torn between the desire to avoid a repeat of the failures in Bosnia and the reluctance to commit military forces.<\/p>\n As the dust settled on the wars in Slovenia, Croatia, and Bosnia, the simmering tensions in Kosovo began to boil over. Kosovo, an autonomous province within Serbia, had a vast majority ethnic Albanian population, but it was seen by many Serbs as the historical heartland of Serbian culture and religion. The desire for independence among Kosovo Albanians clashed with the Serbian government’s determination to maintain control.<\/p>\n Following the dissolution of Yugoslavia, Serbia, under Slobodan Milo\u0161evi\u0107, progressively eroded Kosovo’s autonomy. The Kosovo Albanian population responded with non-violent resistance and the establishment of parallel institutions. However, as diplomatic avenues were exhausted and Serb repression<\/a> intensified throughout the 1990s, a more militant group, the Kosovo Liberation Army (KLA), emerged.<\/p>\n The KLA began launching attacks against Serbian police and military targets, escalating the conflict. In response, Serbian forces under Milo\u0161evi\u0107’s command cracked down heavily on the Albanian population, employing scorched-earth tactics and carrying out widespread human rights abuses. Villages were burned, and civilians were forced to flee their homes.<\/p>\n In early 1999, international mediators attempted to broker a peace agreement between the Serbian government and Kosovo Albanian representatives<\/a> at Rambouillet, France. The proposed agreement included substantial autonomy for Kosovo and the deployment of NATO peacekeepers. However, the Serbian government under Milo\u0161evi\u0107 refused to accept the terms, particularly the deployment of NATO troops.<\/p>\n With diplomatic efforts failing and the humanitarian situation in Kosovo deteriorating<\/a> rapidly, NATO launched an air campaign against Serbia in March 1999. The intention was to cripple Milo\u0161evi\u0107’s military capacity and force him to concede to the international demands for a peace settlement.<\/p>\n The NATO bombing campaign lasted for 78 days, targeting military infrastructure, government buildings, and strategic locations across Serbia and Montenegro. While NATO claimed to be targeting military assets, there were also civilian casualties and considerable damage to infrastructure. The campaign was controversial, with some arguing that it exceeded its mandate and others seeing it as a necessary measure to prevent further atrocities.<\/p>\n The sustained NATO air campaign<\/a>, coupled with immense international pressure, eventually brought Milo\u0161evi\u0107 to the negotiating table. In June 1999, Serbia agreed to withdraw its forces from Kosovo and allow NATO-led peacekeepers (KFOR) to deploy. This brought an end to the active hostilities, but the situation in Kosovo remained volatile.<\/p>\n Following the withdrawal of Serbian forces and the arrival of NATO peacekeepers, a significant number of Kosovo Serbs<\/a> and other minority populations fled Kosovo due to reprisal attacks and fears for their safety.
